1868 is one of the Spirits of the Years Past. Like the other ghosts, 1868 represents a particular year in time, his obviously being in the 19th century.
When 1930 decided to turn time back to how he remembered it and accidentally summoned the Time Waster, 1868 was caught up in the chaos with the others. From behind a rock, 1868 explained to Amy Rose and Tekno the Canary what was happening, but spoke in an extremely long-winded way, befitting of his "Victorian" heritage. It was left to 1977 to translate 1868's speech.
Later on, after the girls had sorted out the problem, 1868 watched on as 1999 entered the Time Stream.
