Harvey is a vole from the Ocean Falls Zone and is the Ocean Falls Zone Leader's personal assistant. Keen to impress his employer, Harvey carries out many duties for him, including taking notes and making afternoon tea. With the Zone Leader concerned about the success of Amy Rose and Tekno the Canary's mission to the Coal Creek Zone, Harvey was ordered to relay a message to Nack the Weasel inviting him for afternoon tea. However, the invite was put on hold when Harvey noticed an air battle over the Zone's border.
He later accompanied the Zone Leader when confronting Nack, pouring his boss a cup of tea after everything had blown over.
